ABOUT US:

Key Functions:
The Certification Body for Products Based on Natural and Synthetic Polymers (hereinafter referred to as CBPNSP) conducts:

  • Voluntary certification;
  • Mandatory certification of products within the National Certification System of Uzbekistan (NCS Uz).

Primary Activities:
CBPNSP specializes in the certification of:

  • Products based on natural and synthetic polymers,
  • Goods imported into or manufactured in Uzbekistan.

Scope of Accreditation:
CBPNSP’s accreditation scope covers:

  • Polymer products from the wood processing industry,
  • Packaging materials,
  • Household and hygiene products,
  • Raw materials for the production of detergents and cosmetics, and more.

Certificates:
Certificates of Conformity issued by CBPNSP are valid:

  • Throughout Uzbekistan,
  • In CIS countries and other foreign nations with mutual recognition agreements with NCS Uz.

Certification Testing:
All certification testing is performed in the organization’s own laboratories.

SERVICES


Organization and implementation of works on confirmation of conformity (mandatory and voluntary certification) of products based on natural and synthetic polymers manufactured in the Republic of Uzbekistan and imported to the Republic of Uzbekistan, included in the scope of accreditation of the PPSP IHPP AN RU.
Provision of advisory assistance in the development of regulatory and technical documentation for products made of natural and synthetic polymers.
Submission of an application for product certification
To conduct product certification within the National Certification System (NCS), the applicant (manufacturer entrepreneur) submits an application in the established form. After submitting the application, the PPSP CB reviews it, analyzes the submitted documents and, no later than two days after receiving it, notifies the applicant of a decision containing all the main conditions for certification.
Execution period
The period for conducting product certification corresponds to the control and testing periods established in the regulatory documents for these products and/or test methods, taking into account the time for obtaining additional documents (hygienic certificate, etc.), but does not exceed one month.
Period for issuing a certificate of conformity. The certificate of conformity is issued to the applicant within two working days, and in the case of a production inspection - within five working days from the moment the OS PPSP receives the test results.
The certificate of conformity is issued for imported products for the shelf life of the product, and for serially produced products - for 3 years.
The forms (templates) of documents used
The following established forms are used for product certification: - application for product certification (Product Certification Rules registered by the Ministry of Justice of the Republic of Uzbekistan No. 1458 dated 18.03.2005, Appendix No. 2) - decisions on the application (Product Certification Rules registered by the Ministry of Justice of the Republic of Uzbekistan No. 1458 dated 18.03.2005, Appendix No. 3) - applications for certificate recognition (Product Certification Rules registered by the Ministry of Justice of the Republic of Uzbekistan No. 1458 dated 18.03.2005, Appendix No. 4) - act on sampling (tests) and product identification (Procedural document OS PPSP PSC 15 Appendix H); - test report (PSC 15 Appendix I); - decision on issuance (non-issuance) (PSC15 Appendix M); - forms of "Declaration of Conformity" and applications based on the "Declaration of Conformity" (Regulations on the procedure for declaring product conformity with safety requirements, registered by the Ministry of Justice of the Republic of Uzbekistan No. 1465 dated 06.04.2005).

Required documents
The following documents must be submitted for certification of manufactured products:
- a copy of the regulatory document for the manufactured products;
- a sample of product labeling (product information);
- if available, a copy of the hygienic certificate containing the test results in the laboratory of the state sanitary supervision body and information on other requirements established in the regulatory document (environmental certificate).
The following documents must be submitted for certification of imported products:
- a copy of the regulatory document for the imported products (if any);
- a sample of product labeling or product information;
- a copy of the accompanying document with a mark on arrival in the customs territory of the Republic of Uzbekistan (consignment note, invoice, commercial invoice);
- if available, a copy of the hygienic certificate (environmental certificate).

Payment for the service
Payment for certification work is made by the applicant in the manner prescribed by law. The amount of funds spent by the applicant on certification of their products is included in their cost.
Payment is made by the applicant by transferring funds to the current account of the OS PPSP. The cost of laboratory testing of products and their certification is determined by the OS PPSP in accordance with the costs incurred, and, if necessary, their cost is provided at the request of the applicant without fail.

Result of the product certification service
Upon confirmation of compliance, a certificate of conformity is issued certifying the quality, safety and compliance of the products with regulatory documents (hereinafter ND) and on the basis of which the manufacturer has the right to use the conformity mark under the responsibility of the manufacturing organization.
The certificate holder shall not apply the conformity mark: - to products, product packaging, laboratory test reports, verification or test protocols or use it in any other way that may be interpreted as confirmation of conformity of product quality; - extend the use of the conformity mark to activities not covered by the scope of certification; - refer to the certificate and use the conformity mark upon suspension, cancellation or expiration of the certificate. Responsibility for the correct use of the certificate and the conformity mark rests with the certificate holder.
